DCH 2024-5 Special Members Meeting (SMM)

Dear DCH POA Members,
 
The Board invites you to attend the Special Members Meeting to be held via Zoom on Thursday, April 25, 2024, at 7 pm (ET). Please see the Zoom meeting information and Agenda below. This information was posted on the DCH POA website and calendar on April 4, 2024. Members may participate remotely via Zoom or by proxy.
 
The primary purpose of this Special Members Meeting is for members to vote on authorizing the Board to spend up to $5,000 of the Reserve Fund for an Emergency Repair of the damaged Trail Staircase that, if not corrected, could reasonably result in a threat to the health or safety of the lot owners and any guests, renters, and pedestrians. The $5,000 requested are surplus receipts from 2023 that were moved into the Reserve Funds, therefore, funding this repair will have no impact on the current Operating Budget or the Reserve Funds. 
 
Additionally, the Board will review and vote on awarding contract bids over $5,000 (per the 2023 Bylaw Amendment) for pool management and property maintenance for the overlook and gated areas. The Board will also review and vote on awarding contracts for repairing and replacing elements of the tennis court and playground as scheduled in the 2023 Reserve Study and approved in the 2024 Budget.

MD Code §11B–112.2. (f)    Except for an expenditure made by the homeowners association because of a condition that, if not corrected, could reasonably result in a threat to the health or safety of the lot owners or a significant risk of damage to the development, any expenditure that would result in an increase in an amount of assessments for the current fiscal year of the homeowners association in excess of 15% of the budgeted amount previously adopted shall be approved by an amendment to the budget adopted at a special meeting for which not less than 10 days’ written notice or notice by electronic transmission shall be provided to the lot owners. (emphasis added)
